The question then is if smaller companies take advantage of just taking the penalties and eventually having their employees use ACA for their health insurance, then why not all corporations-small, medium and large????

In order to sustain the system taxes will have to be raised in the form of income or value added taxes. Look at the European countries.

Ans all of a “sudden” they are finding that even that isn’t totally sustainable.

Unfortunately, an income tax of 62-65%, flat tax, will be the only way to sustain the system unless there are real limitations in health care delivery as in France, England- with limitations on medications and delays in surgical procedures.
